It is with great sadness that we heard of the passing away of H.E. Rodrigo Carazo Odio, chairman of our Council. Don Rodrigo passed away last week after undorgoing heart surgery. He was eighty-two. Don Rodrigo will be missed by all of us at Kreddha in the future but he will nevertheless remain an inspiration for all of us who knew this remarkable gentleman. We offer our condolences to his family and friends. Highlight > Two reviews of Kreddha's book Implementing Negotiated Agreements A second review of Kreddha's book Implementing Negotiated Agreements, the Real Challenge to Intrastate Peace, was published in Peace & Change in January 2009.

Highlight > Michael van Walt van Praag, winner of the 18th Ramon Llull International Prize Barcelona, 2/6/2008
On Tuesday 25 March, the jury of the Ramon Llull International Prize decided to adjudicate the award to Michael van Walt van Praag, executive president and cofounder of Kreddha, the International Peace Council for States, Peoples and Minorities, professor of international law at Golden Gate University in San Francisco and legal advisor to His Holiness the Dalai Lama and the Tibetan government in exile. Van Walt has always been linked with the struggle of nations without statehood and works to mediate in conflicts to find peaceful solutions to conflicts. The Ramon Llull International Prize exists to recognise the work of people and institutions who, through their studies or their promotional activities, have contributed to the dissemination of the Catalan language and Catalonia s history and culture, or to the defence of the cultures of nations without statehood. Since 2004 the prize, which is worth 10,000, has been awarded annually, jointly by the Fundació Congrés de Cultura Catalana and the Institut Ramon Llull. The jury is made up of nine members, four of them designated by the Institut Ramon Llull and four by the Fundació Congrés de Cultura Catalana. The ninth member is the chair of the jury, designated alternately by the two institutions. On this occasion the task falls to the president of the Fundació Congrés de Cultura Catalana, Francesc Vallverdú. The jury members appointed by the IRL were Joan Francesc Mira, Joaquim Molas, Sebastià Serrano and Isidor Marí, while those sitting for the Fundació were Salvador Cardús, Montserrat Guibernau, Fèlix Martí and Marc Taxonera. The IRL's deputy director, Neus Fornells, and the provisional head of the Language Section, Ariadna Puiggené, together with the president of the Fundació Congrés de Cultura Catalana, Francesc Vallverdú, was present at the jury's deliberations.The previous prize-winners were Alan Yates last year, Tilbert Stegmann in 2006, Paul Preston in 2005 and Giuseppe Tavani in 2004. The award was presented at an official ceremony in the Palau de la Generalitat (Barcelona) on June 2nd.

Each case study gives information about the specific arrangements and the formative processes that define the governance relationships between autonomous regions and the states within which they exist. Case studies are available to read in their entirety, or in a ‘comparative view' format that allows side-by-side comparison of specific elements of each arrangement.
